The vote was held in 387 double-turned uninominal colleges. As provided for by the electoral law of 20 November 1859, the candidate was elected in the first round, which "reunites more than third of the votes of the total number of members of the boarding school and more than half of the suffrage given by voters present at the meeting" (art. 91). If no candidate was elected, at the ballot between the two candidates with multiple votes he was elected who obtained the most votes (art. (Article 92) or, in the case of equal number of votes, the ageing majority (Art. 93).

With the new law there was also a new distribution of the colleges in the territory; the College of Mombercelli included in this election, besides the territories of Mombercelli and Rocca d’Arazzo, also that of Canelli[5].
